The International Canine Legislation Action Committee (ICLAC) is proud to launch a new global petition calling for an end to the sale and use of aversive dog training tools and methods worldwide.
Daily we witness the heartbreaking reality of dogs suffering from outdated, aversive training methods. Dogs are sentient beings capable of experiencing pain, fear, joy, and deep emotional bonds with humans. Tools such as electronic shock collars (e-collars), prong/pinch collars, choke chains, and similar devices remain legal to sell and use in many places.
Aversive techniques based on pain, fear, intimidation, flooding, or dominance are not only cruel but ineffective. Numerous studies show they cause unnecessary stress and anxiety, often worsening behavioural problems. In contrast, positive reinforcement and force-free methods are proven to be more effective, safer, and kinder.
We demand:
Several countries have already banned these tools and practices. We, the undersigned, petition governments around the world, the World Organisation for Animal Health (WOAH), FOUR PAWS International, the International Fund for Animal Welfare (IFAW), national health and veterinary authorities, and all relevant bodies responsible for dog training, health, and welfare to take urgent and decisive action on this matter.
